The Emergency Food and Shelter Program (EFSP) of the Federal Emergency Management Agency (FEMA) was created in 1983 to supplement and expand the work of local social service agencies, both non-profit and governmental, in an effort to help people with economic (not disaster related) emergencies. Since that time the EFSP has distributed $2.19 billion to over 11,000 human service agencies helping homeless and hungry people in more than 2,500 communities across the country. EFSP funds must supplement feeding, sheltering (including transitional sheltering) and rent/mortgage and utility assistance efforts only.
The Emergency Food and Shelter National Board administers the program and selects jurisdictions for funding. Local Boards are convened in those qualifying jurisdictions to determine the highest need and best use of funds and to select Local Recipient Organizations (LROs) that will provide emergency food and shelter services.
United Way of Pioneer Valley administers the Emergency Food and Shelter Program through a committee that serves as the local board for our region, which includes Hampden County and several outlaying towns.
In 2008, the UWPV distributed more than $316,000 to local agencies.

Public Notice
The United Way of Pioneer Valley has received notice of an award to
supplement emergency food and shelter programs in Hampden County.
Non-profit and faith-based organizations with existing programs may
apply. Applicants are required to attend a Bidder’s Conference on
Wednesday, January 13, 2010 at 8:30 a.m. or Wednesday, January 20, 2010
at 1:30 p.m. at the United Way, 184 Mill Street, Springfield, before
submitting an application.
The deadline for submission of an
application is Wednesday, January 27, 2010. For further information
